... I am no dog.

It would seem our prankster is back on the loose again. I recall these posters from before, albeit of a slightly different nature at the time. However, the list of suspects has vastly narrowed. If I had time to waste looking for such a person, I'm sure there'd be little issue with locating them.

I hear construction goes smoothly. Is there anything to report from the field?

Private // Unhackable.

... Meanwhile, the matter of the chalk remains a growing concern.

To think back, I'm sure it was nothing but this place playing tricks on me. But to what end?

If this continues, he really may come here... and we're less advantaged now than ever.

There are flames on the horizon.

...

Who's available? Right now. Immediately. It doesn't matter whether you're with the police force, inclined to them, disinclined to them. We have to put that out before it spreads. It has the capability with this wind to consume a good part of the city if we're not prompt, and I think that pertains to all of us.

Get as many vessels together as you can; we can take water from the river. Does anyone have any magic or runic capabilities to fight this?

ShinRa. Where are you at a time like this?

Private to Elena // Unhackable.

Locate the corpse. Move it to a relatively safe area. Deal with it later.

There's no use in getting emotional now.

I doubt there's any hope of getting organised, with faces changing by the day.

... It normally only lasts out the week. In the meantime, Kennedy: whose body are you presently occupying, so I know how to identify you?

Is there anyone else I should know about? Perhaps something can be organised to keep track of these changes.

Residents of Purgatory.

As some of you may know already, there've been murmurs of the creation of a police force for the purpose of pursuing a balanced justice in this city. With three unreliable, fickle Gods and a multitude of dangerous individuals on the loose, it's important that someone with some background knowledge and competence is able to take up the mantle.

... However, in lieu of a good leader, I can only offer a strategist. I'm not a charismatic man, nor a man prone to moving speeches. Regardless, I'll do what needs to be done.

The place is a ruin. I imagine Rufus's primary concern is reconstruction, so that won't be my area; however, it will be the job of the police force to enforce monster control and cull the threats, particularly in dangerous and often-used areas. The streets must be swept clean of general filth before we can begin on the more specific diseases, namely that of Wesker and the subversive forces that are cooperating with him.

For that specific purpose, I seek to create a special unit to handle those threats. Until I'm able to assess the possible manpower I can get from this endeavour, these are the two areas on which I'll focus, as they require the most considerable amount of attention.

I'm eager to hear from any who desire recruitment. I'm also eager to hear from possible affiliates or allies.

That's all, for now.

Yuber, I'd advise against going into the basement for a time. I've taken the liberty of scrubbing the room out, but there's nothing short of pouring oil and setting it alight that'll get out that rancid stench.

... And on that note, Elena, you may wish to avoid Yuber for the duration. It's unlikely that he'll take kindly to my cleaning up his messes.

I wonder. Who are the remaining authorities here? I feel ill-informed and somewhat disadvantaged. Who are our threats?

... The key has broken. I've none left.

I'm still not wholly convinced that I have the right place. It's similar, but not the same.

Still, I'm left with no other choice.

Who is here?
